PBEEE is tailored to support exceptional international students and researchers aiming to study or conduct research in Québec. It comprises several scholarship streams:
- Master’s Level (VM): $20,000 per year, renewable once (up to 2 years)
- Doctoral Level (V1 and others): $25,000 per year for up to 3 years, plus a possible 12-month extension ($1,000/month)
- Postdoctoral (V2 and others): $35,000 for 1 year (non-renewable)
- Short-Term Research/Training (V3 and others): $3,000/month for up to 4 months
All recipients benefit from tuition exemptions and health insurance coverage provided through Québec’s public system.

Eligibility Criteria
- Must not hold Canadian citizenship or permanent residency
- Must be preselected by a Québec university or College Centre for the Transfer of Technologies (CCTT)
- Academic progress limits apply based on level (e.g., no more than 3 terms completed at master’s level)
- PhD or postdoc applicants must apply to institutions different from those where their degree was obtained
- Must meet the host institution’s eligibility and documentation requirements
Application Process
- Preselection by Quebec Institution: Contact the Quebec institution where you wish to study to initiate the preselection process.
- Application Submission: If preselected, submit your application to the FRQ through their online portal, FRQnet.
- Required Documents:
- Valid passport or official identification
- Academic transcripts and certificates
- Letters of reference
- Letter of acceptance from a Quebec institution (for postdoctoral and short-term research applicants)
- Evaluation: Applications are evaluated based on academic excellence, research potential, and alignment with program objectives.
- Notification: Successful candidates will be notified by the FRQ and the participating institution.
